Hector R. Vasquez, P.E.
With over 24 years of experience, Mr. Vasquez has fulfilled the role of Project Engineer to Project Principal in a variety of work assignments. He expanded his understanding of critical aspects of the design and construction process after two and a half decades leading public projects in Arizona, New Mexico, Texas and California. Hector's pragmatism and realistic understanding of actual construction practices and potential mishaps are frequently appreciated by his clients.
Mr. Vasquez has successfully completed preliminary roadway alignments, area assessments and potential impacts, environmental issues and related mitigations, 404 permits, preliminary cost estimates and public hearings. After final approval, roadway alignments required development and management of design features critical to the assembly of plans, specifications and estimates. These design elements included hydrology, surveys, plan and profiles, earthwork, paving, drainage, storm sewers, culverts, details, quantity estimates and specifications.
In addition to bid-award consultation Mr. Vasquez provides to local governments, Hector has also been instrumental in the construction of several public work projects in California, with the most significant being CalTrans’ $38 million reversible HOV carpool lanes in San Diego.
Mr. Vasquez now owns and operates VENCOR Engineering, LLC in Las Cruces, New Mexico. The firm’s main focus remains in assisting local municipalities in meeting a variety of commercial, private and public work challenges. VENCOR continues to offer Municipal Engineering, site developments, drainage channel improvements, Water District infrastructure expansions, reverse osmosis (RO) water treatment plant reconstruction, Preliminary Engineering Reports, Vulnerability Assessment Reports, site plan reviews, grading, drainage, water, sewer, paving and “as-built” documents. Most of the work requires rapid response and cost-effective solutions with intense project management.
In addition to technical expertise, Mr. Vasquez speaks both Spanish and English fluently. He was certified as a full translator on May 28, 2004. Mr. Vasquez and VENCOR are confident in both their engineering and facilitation abilities.
