Hector R. Vasquez, P.E.
With over 24 years of experience, Mr. Vasquez has fulfilled the role of Project Engineer to Project Principal in a variety of work assignments. He expanded his understanding of critical aspects of the design and construction process after two and a half decades leading public projects in Arizona, New Mexico, Texas and California. Hector's pragmatism and realistic understanding of actual construction practices and potential mishaps are frequently appreciated by his clients.
Mr. Vasquez has successfully completed preliminary roadway alignments, area assessments and potential impacts, environmental issues and related mitigations, 404 permits, preliminary cost estimates and public hearings. After final approval, roadway alignments required development and management of design features critical to the assembly of plans, specifications and estimates. These design elements included hydrology, surveys, plan and profiles, earthwork, paving, drainage, storm sewers, culverts, details, quantity estimates and specifications.
In addition to bid-award consultation Mr. Vasquez provides to local governments, Hector has also been instrumental in the construction of several public work projects in California, with the most significant being CalTrans’ $38 million reversible HOV carpool lanes in San Diego.
Mr. Vasquez now owns and operates VENCOR Engineering, LLC in Las Cruces, New Mexico. The firm’s main focus remains in assisting local municipalities in meeting a variety of commercial, private and public work challenges. VENCOR continues to offer Municipal Engineering, site developments, drainage channel improvements, Water District infrastructure expansions, reverse osmosis (RO) water treatment plant reconstruction, Preliminary Engineering Reports, Vulnerability Assessment Reports, site plan reviews, grading, drainage, water, sewer, paving and “as-built” documents. Most of the work requires rapid response and cost-effective solutions with intense project management.
In addition to technical expertise, Mr. Vasquez speaks both Spanish and English fluently. He was certified as a full translator on May 28, 2004. Mr. Vasquez and VENCOR are confident in both their engineering and facilitation abilities.
Gabriel Villanueva, EIT.
Mr. Villanueva is a graduate from the University of Texas at El Paso in Civil Engineering. He has contributed to the company with his experience on virtual model design on water planning and traffic engineering. Mr. Villanueva has also taken part in data gathering and quality control of a preliminary engineering report for VENCOR. In the past, he has developed projects using site investigation, AutoCAD design, and construction management logistics. He is fully bilingual in English and Spanish, and as a new addition to the VENCOR team he is highly motivated in providing the best of services.
Guillermo Orquiz, A.S.
Guillermo is talented in construction inspection of pump stations, booster pump facilities, water line improvements, sewer projects, residential and commercial construction. Mr. Orquiz also has degrees in Civil/Survey and Architectural Technology, fully versed with current software design technology. His experience in the construction industry and related trades are instrumental with client satisfaction and quality end products. Guillermo is a valuable team member and also fully bilingual (English/Spanish).
Anthony Herrera, AS.
Mr. Herrera’s expertise spans from site development, grading, drainage, water, sewer, streets, paving, residential and commercial facilities. Anthony’s superior experience and “hands on” skills with developing final construction documents from planning to final construction are second to none. Anthony has degrees in Civil/Survey and Architectural Technology and is extremely proficient with Civil 3D and related design software technologies for infrastructure development. His diverse experience with codes, standards and typical industry requirements are instrumental with client satisfaction and permit approvals. As a Civil CAD Designer, Mr. Herrera is an extremely valuable team member and partially bilingual in English and Spanish.
Robert "Bobby" Covarrubia
As a previous General Contractor and owner of his own construction company, Mr. Covarrubia’s expertise spans a variety of construction projects involving residential, commercial and private housing development within the County. Bobby's ability to review and enforce the approved construction documents assembled by VENCOR are second to none. As VENCOR's Lead Construction Observer, Bobby is responsible for observing and documenting all water and sewer line installations, enforcing safety and OSHA regulatory standards and creating record documents ('As-Builts') concurrently as project components are installed. Mr. Covarrubia is also a candidate for the Level I New Mexico Water Operator license and fully bilingual in English and Spanish.
